I had a look on that Value and its type is REG_BINARY.
So after comparing several values on my WinMo-Device I guess that this is one giant number.
Your number might stand for July...

I just tested your code and the clocks are 2 hours behind the local time here in Germany. I suppose it's Greenwich-time, so your clocks actually aren't two hours forward, but ten hours behind...
